Military forces have gone into flooded areas and escorted trapped residents to safety.
In Acapulco, attempts by the city to ration food led to widespread looting.
The national government is doing it's best to evacuate tourists from the city, that now lies mostly underwater.
Manuel has headed back into the Baha Gulf and is growing in strength.
This has many worried that it'll come back for a second devastating strike.
