City officials estimate that currently there are almost a thousand open throughout the city.
Councilman Mitchell Englander said, "Los Angeles has experimented with marijuana and has failed" and that it is time "to start with a clean slate".
In 1996, California voters approved medical marijuana use, with a recommendation from a doctor.
LA attempted to ban the shops in 2009, but that was struck down by appeals court which said that the state law allowed for it, so the city couldn't ban them.
The city is hoping that the Supreme Court will agree with them that local laws trump state ones, in the same way state ones are supposed to count more than federal.
