Chicago's offer would've added an average of twelve thousand a year to their salary's but they wanted more.
Union demands were for an amount close to twenty thousand, for teachers that are the highest paid in the country and already average over seventy thousand.
It also would not allow for raises to be cancelled if there was a lack of funds, as they were last year.
Officials already estimate that the Chicago School District will be short nearly one billion dollars, by next summer.
Mayor Rahm Emanuel and School Board President David Vitale both stated that Chicago Teachers Union President Karen Lewis refused to meet with either of them, Sunday night, to avoid a strike during the school week.
Lewis says she was too busy talking to national unions and states the strike is about having better schools.
Teachers have been ordered, by the union, to be picketing in front of their schools.
The strike puts thousands of children out of a school.
Churches and other non profits have responded by opening their doors as a place for the kids to go to, and stay off the streets.
