One of the men managed to blow his vest, killing two people and wounding thirty others.
Security forces shot and killed the other five, before they could cause any damage.
According to authorities the men also had rifles and grenades.
A search of their vehicle found that it was packed with explosives.
The explosives are being investigated, as they are a liquid type which NDS has never seen before.
