Three people were killed and five injured by the blast.
The explosion occurred at the rear of the ministry, just outside a secure zone.
Had the vehicle made it into the zone the casualties would've been much higher.
No one has claimed responsibility for the attack, however Al Qaeda is a leading suspect.
