Seventy-three were injured by the blasts, on Sunday.
The explosions occurred just before an opposition political rally was supposed to begin.
Another two bombs were found and safely defused by bomb experts.
Authorities did not spread word of the bombs, leaving most of the crowd thinking that they were fire crackers, as the rally continued on.
