The shooting took place near Lincoln and 11th Avenue.
Apparently an argument occurred, which broke into a fight, and then a gun was pulled.
Police arrested Marvin Joel Rosario-Lopez, twenty-four, later on Sunday.
Lincoln remained closed between 10th and 12th Avenues, during the continuation of the investigation.
