The explosion happened in Semdinli, Turkey near a wedding party.
An armored police vehicle was also driving by, so it's not completely clear which was the target of the bombing, or if both were.
Turkey is accusing the Kurdistan Workers' Party of planting the bomb.
The PKK seeks a separate Kurdish state and is often blamed for terrorist acts, in southeast Turkey.
They have been fighting a guerrilla war since 1984, in their efforts.
